The ICSP is sponsored by the IEEE Beijing Section, technically supported by IET (former IEE), URSI, The National Natural Science Foundation of China etc. since the first conference was held in 1990. Previous conferences held in 1990, 93, 96, 98, and 2000, 02, 04, 06, 08, 10, 12 have got great success. All conference proceedings and CD Rom were collected by IEEE Publisher Press and included in IEEE Xplore Digital Library.
All submissions will be thoroughly peer-reviewed by experts based on originality, significance and clarity. All accepted and registered papers of this special session will be marked as an invited paper in the conference proceedings and will be submitted to EI Compendex as well as IEEE Xplore (All the passed ICSP has been indexed by EI).
Hangzhou, near Shanghai, is the most beautiful city in China and is described as “the City of Heaven” by the first western visitor, Marco Polo. It is the capital of Zhejiang Province in Eastern China, and is well known for its historic relics and natural beauty. Hangzhou was chosen as the capital of the Southern Song Dynasty and remained the capital from the early 12th century until the Mongol invasion of 1276. The famous “West Lake” located in the historic center of Hangzhou was made a UNESCO World Heritage Site in 2011. In addition, there exist numerous other attractions, for example, LingYin Temple, Leifeng Pagoda, Yue-Wang Temple, Plant Park, Yellow Dragon Cave, Breeze-ruffled Lotus at Quyuan Garden, etc.
